Not if there is already an iCloud account set up with your Android phone. It's impossible to do it from your iPad device. You must talk to Apple.
And then you must identify yourself to Apple's satisfaction.
Just to set up an iCloud account on the iPad.
Which proves there is no privacy with Apple products. None.
