I hate windows. Its a pain in the **** to upgrade. It seems I might need to try a clean as **** install in the future.
im on 1909 and it seems i'll be stuck on it.

The only remotely-decent Windows 10 releases are the LTSB/LTSC builds.

I've encountered this same behavior on Server 2019. I've found lately that in addition to nuking the contents of Windows\Softwaredistribution, one must
also run the Disk Cleanup wizard to clean up the updates folders before installing any updates.

Same.. I always dread logging into my Windows workstation at home and at work because of all the "updates" that fail quite often.

I don't know what kind of system you're running, but I'm supporting 50+ Windows 10 systems at work and 4 at home. We've seen some updates turn wifi off, but that's it.

Have you tried using the Windows Update Assistant? It worked for me. Do
a Google search to find it.
