    Keep cterm key maps sorted

    The shifted navigation keys now live in the CIO-private E0 range,
    which puts them after the Ctrl navigation entries numerically.

    Move the affected Mode 7/Prestel-style mapping rows without
    changing the sequences they emit, so the sorted-table verifier
    and bsearch() precondition remain valid.
