After doing on all the steps on wiki web site to patch the current version of sbbs and useredit this annoying error keeps showing up and will not stop until I restart sbbs.

When you say "sbbs console", I assume you're referring to the Synchronet Control Panel (sbbsctrl.exe). The Synchronet console is something a bit different (e.g. sbbs.exe).

When this error happens, it indicates there is an issue reading/using the SBBSCTRL environment variable (which should contain the path to your Synchronet "ctrl" directory).

When this error with the User Editor happens (which sounds like it might take some time), does the SBBSCTRL:File->Run->Check Setup menu option work?
