    Default charset set to utf-8. Looks ok to me.

    I'd love it if UTF-8 were the default character set for all of Fidonet. But the reality is that it isn't. It did not look OK here until I manually forced UTF-8.

    Non-ASCII characters are encoded in UTF-8 as 2 or more bytes. If the reader doesn't "know" it's UTF-8 (or cannot translate them), it will display those 2 bytes as 2 high-ASCII characters.

    Basically the support for X-Comment-To thing. However, there are not so many nntp clients that can put that line to new messages. HotDogEd does.

    Also some fine tuning, like @NOTE.
