scfg: rich helpbuf for Sub-board Toggle Options menu
Replace the three-line stub with per-toggle descriptions for all 22
toggles + the Extra Attribute Codes sub-menu (privacy / anonymity /
real-name posting, edit/delete permissions, scan defaults, voting /
quoting / tagging, signature suppression, operator-msg permanence,
LZH compression, markup-code handling, word-wrap, 80-column forcing,
UTF-8 auto-detect, @-code expansion in sysop msgs, new-sub template).
